There is a text-to-speech voice called L&H Peter. YouTube user Akriloth2160 renamed him into the one name that we all know, Radar Overseer Scotty.

Not much is known about him at this point, other than the fact that he's a blonde, green-eyed idiot who keeps saying "no" repeatedly in a row and making the extremely destructive Baloney Sandwiches, which could be as deadly as a weapons-grade plutonium. While we're at it, there really is a baloney sandwich. Don't worry, this one won't blow you up to a pile of flesh and bones.
However, depending on who made the story, he may not be an idiot, but a simple blue-collar workforce, a radar station crewman, hence his name, a soldier, rookie or elite, a renowned doctor, up to a political figure, competent or not.
